Ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />$upoort Facilities <br />Good progress is being made in removing support facilities from the Bear No. 3 mine site. The <br />stacking tube and loadout structure have been removed. The operator was in the process of <br />removing the concrete foundation beneath the stacking tube. Both the big and small warehouses <br />have been demolished. The shop and electric substation will be demolished and removed as <br />well. The fuel storage area will be removed and reclaimed. However, the operator intends to <br />keep one 500 gallon diesel tank placed within a bermed area. The operator plans to have much <br />of the reclamation completed by the end of November, 1997. The operator intends to keep the <br />office building in place with a small access road to the building. <br />Concrete from the wazehouse foundations, scrap lumber, and other trash and debris needs to be <br />removed from the area east of the shop building. Corrugated pipe, metal, abandoned vehicles <br />need to be removed or recycled. <br />Slides and Damage <br />Some additional movement has occurred in the slide area located on the hillside to the southwest <br />of the coal storage area. A scarp has formed in this azea where some rock sliding has recently <br />occurred. The cause of the slide has not been determined. Please continue to take appropriate <br />measures to ensure the future stability of the reclaimed portal bencfi. <br />cess Spoil and Development Waste <br />Several small GOB piles are present in the vicinity of the former stacking tube and truck loadout <br />bin. Please make arrangements to have this material disposed of in the near future. Bear Coal <br />Company's approved plan is to dispose excess spoil and development waste at the Sanborn <br />Creek Mine's waste disposal area. <br />Reclamation Success <br />The Bear No. 1 and No. 2 reclaimed areas were inspected and appear to be stable with good <br />vegetative cover. A minor amount of coaly material was noted on the ground surface in the <br />vicinity of the Bear No. 1 location. <br />
