r <br />• (Page 2) <br />MINE ID rY OR PROSPECTING ID rY M-1991-146 <br />INSPECTION DATE 2-20-2001 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This inspection was conducted as part of the Division of Minerals and Geology (DMG) monitoring program for permitted <br />mines in Colorado. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. <br />The south third of the pit is mined down to the ten foot maximum depth. The middle third is an elevated section used for <br />stockpiling and screening of product. The north third of the pit appears to be mined down approximately five feet. The <br />river was not turned into the pit this past year and may not be turned in this year to recharge the excavation area with new <br />gravel. The slopes of the pit are being maintained at a grade of 3H:1 V or less as required and no water is evident in the <br />pit. <br />Several stockpiles of various product grades are located in the center elevated area of the pit. <br />No significant erosional features were noted on the affected areas of the site. Annual cross sections of the permit area <br />indicate that ZMK is maintaining baseline channel geometry of the river channel through and in the vicinity of the site. <br />No significant infestations of noxious or other problematic weeds were noted on site during this inspection. <br />There is an elevated fuel tank in the equipment storage area that is not stored in a spill containment structure. The operator <br />must remove the tank from the permit area or place it within an adequate spill containment structure. If a new spill <br />containment structure is required, a technical revision to the application will need to be submitted. This is noted as a <br />problem, with corrective actions and a correction date specified on the last page of this report. <br />There is a large amount of scrap and salvaged equipment, appliances, etc. stored north of the shop. Though much of the <br />steel can be salvaged, a significant portion of the items are considered to be junk that will require demolition and or <br />disposal. The permit and financial warranty will need to be revised to address the demolition and disposal and associated <br />costs if all but a reasonable amount of the useful salvaged items are not removed from the site. This is noted as a problem, <br />with corrective actions and a correction date specified on the last page of this report. <br />The operator discussed the possibility of removing the equipment storage area from the permit since it serves as the base <br />for ZMK's construction business and other mining related pursuits. This is an option because the post mining land use is <br />commercial industrial and the operations of this area will continue without the gravel excavation operation. The operator <br />indicated that operations within the equipment storage area that support the gravel excavation are a small percentage of <br />the total operations conducted in that area. If the operator submits and receives approval of a release request for this <br />portion of the permit area, the junk problem noted above will be resolved by being taken out of DMG's jurisdictional area. <br />However, the corrective action for the fuel tank must be complied with before this area can be released from the permit. <br />Responses to this inspection report should be directed to Steve Shuey at the Division's Durango Field Office.
