In order to ensure pond integrity, however, the spillway for Pond 2 ;should be <br />completed either with a concrete block or by adequately riprapping the interi~>r approach <br />as was done for Ponds 1, 4, 5 and 6. <br />b) Your commitments to riprap the outfall from the CMP which leads under i he road <br />from the catch basin and to eliminate the terrace above Pond 3 which cannot drain, <br />without significant erosion, into Pond 3 are acknowledged. The ditch which accepts the <br />discharge from the CMP, runs behind the small parking pad and ultimately leads to Pond <br />3 should be constructed as approved and properly maintained. <br />c) Your commitment to install the 2' culvert in the ditch west of Pond 3 is recognized. <br />This is particularly desirable if this culvert is to facilitate access to the small I~azking pad <br />lying above the pond. <br />d) I agree that installation of a culvert immediately down stream from the discharge point <br />of Pond 3 is not critical so long as you do not require frequent vehiculaz acce:;s to the area <br />east of the ditch. <br />e) Your commitment to construct the catch basin, as approved, that will lie at the inlet of <br />the CMP which leads under the road to Pond 4 is acknowledged. The outlet area of this <br />CMP should be cleaned of sediment and debris in order to ensure its function as designed. <br />f) Tn regard to the extra pond or catch basin installed above the Tezak Heavy 1quipment <br />shop pads west of the road, I have no problem with it remaining part of the stsxm water <br />control system if its discharge can be clearly conveyed to the ditch west of the road. <br />Perhaps you can discuss with your engineering advisor how this can best be done. I do <br />have a problem with this pond discharging down an unprotected slope onto property <br />outside of the permit area where control of that dischazge,which was approvedi to reach <br />Pond 4, is lost. This extra pond appears well constructed and it would be a sh~une for it <br />to be eliminated from the system. <br />g) The ditch west of the haul road in the area of the Tezak Heary Equipment :;hop pads <br />does need to be equipped with a culvert to facilitate vehiculaz access to the shop pads and <br />to maintain its function. It also needs to be cleaned, particularly near the inlet to Pond 4. <br />Summary: I can accept the modifications made in the approved storm water management system <br />if the construction and mainenance concerns I listed above are addressed. The Division, however, <br />must require that the entire modified system you finally decide on be adequately illustrated and <br />submitted to the Division for inclusion in the approved permit application. <br />4) The quarry office for which you have begun to prepaze a foundation east of the scale trailer is <br />located, so faz as I can determine from the with post mining land use map (Copy encl~~sed), in an <br />azea that is to be reclaimed to agricultural farming and ranching use. A permanent qu;ury office <br />building in this area appears to me incompatible for that use and should, therefore, be removed at <br />the conclusion of mining.
