October 3, 1991 <br />Permit No. C-82-057 <br />Permittee: Peabody Coal Co. <br />Drawer "D" <br />Hayden, CO <br />303/276-3707 <br />Mine: Seneca IIW <br />Participants: Mr. Dennis <br />I.D.0246, OSM-Albuquerque <br />Inspection Type: Complete <br />Discussion of the Mining <br />resulted in discussion of <br />Jones, Peabody; Mr. Carl Mount, MLRD; Jeff Zingo, <br />Statistical Sample <br />MRP and Records <br />and Reclamation Plan (MRP), and review of the records <br />the following areas: <br />- A new MRP received "Proposed Approval" on 9/4/91, and will be finally approved <br />after the 30 day comment period on or about 10/4/91; <br />- Seismograph records were reviewed for both stationary and portable seismographs <br />used to monitor ground motion at an oil well that is inside the permit area. A <br />record from the portable seismograph showed readings of 2.09" Transverse <br />direction, 1.78" Vertical direction, and 2.24" Longitudinal (Radial) direction <br />on 3/12/91. However, the portable seismograph was positioned approximately 500' <br />from the shot and approximately 100' from the well. These records should be <br />monitored regularly because the active pit approaches the well every 2-3 months. <br />Also, the permittee should be awaire that a blast cannot be conducted within 500' <br />of the well unless approved by the MLRD, in accordance with 9.08.4(7)(b). <br />- The NPDES permit No. CO-0000221 expired on 3/31/91. However, the Colorado <br />Department of Health has given Peabody Coal an extention of. the existing permit, <br />by letter dated 3/29/91, until a new permit is issued. No dischacges from the <br />mine ocr.urred during the inspection, therefore no water samples were taken. <br />
