due to pre-exploration use by recreational enthusiasts, the top layer of the pad will be scarified <br />with the gravels being hauled and disposed of off-site. The area will then be mulched, fertilized, <br />and seeded in accordance with the Paonia Ranger District Seed Mix. All reclamation activities <br />will follow the Reclamation Plan guidelines above. <br />Estimated Timetable for Construction, Drilling, and Reclamation Activities <br />MCC proposes drilling sites SST-1, CCC, FFF, and EEE in 2005. If results of the 2005 drilling <br />warrant further exploration, sites DDD and 00 would be drilled in 2006. MCC must maintain a <br />one-year window of activity on USFS lands to satisfy time constraints defined by the Categorical <br />Exclusion stipulations of NEPA analysis. MCC proposes beginning with site SST-1 on private <br />lands to meet this stipulation. <br />2005 <br />MCC proposes initial mad maintenance for Lions Mesa to begin on or about July 11. <br />Mobilization, drilling and related exploration activities, beginning with site SST-1, would <br />commence on or about July 2S. Access road maintenance, site preparation, and mobilization to <br />USFS lands would not commence prior to August 1. Completion of drilling and reclamafion is <br />projected by September 23, 2005. Reclamation efforts will be conducted concurrently with the <br />drilling operations to minimize activities on the National Forest and private lands. <br />2006 <br />If necessary to adequately define the coal reserves, sites DDD and 00 may be drilled in 2006. <br />Mobilization and site preparation would begin on or about June 1 S with completion of <br />reclamation activities of by July 31. Reclamation efforts will be conducted concurrently with the <br />drilling operations to minimize activities on the National Forest. <br />Amount of Coal to be Removed <br />Coal to be removed during this exploration will be in the form of 3 inch diameter cores. An <br />estimated maximum of S06 lbs. of coal may be removed and tested for a wide range of quality <br />parameters by a qualified laboratory. This is based upon a combined total coal thickness of SO <br />feet of core in each hole at a diameter of 3" having a weight of 86-lbs/cubic ft. The maximum <br />potential coal removed is substantially less than the 250 tons. <br />Measures to be Used to Comply with Performance Standards for Exploration <br />(43 CFRII 3484.1(x), 30 CFR 815.15, and Colorado State Permanent Program Rales): <br />(Operator shall comply with applicable requirements of surface management agency, 30 CFR <br />81 S.1 S, or approved State program) <br />All applicable parts of the Federal and State Performance Standards for Coal Exploration have <br />been covered in the preceding exploration and reclamation plans. Mountain Coal Company has <br />reviewed, and will comply with, all applicable requirements of 30 CFR 815.15 and the Colorado <br />Mined Land Reclamation Regulations stated in C.RS. 3433-101. <br />14 <br />
