r <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Joe Dudash of the Colorado Division of Minerals <br />and Geology. Bill Bear represented the operator. The mine is back up to full production. <br />Roads <br />All of the roads at the mine site were in good shape. However, the paved main haul road has <br />been detoured in one location so that a portion of the downhill conveyor can be constructed. The <br />outside berms or guardrails were up for the roads. <br />Siens and Markers <br />Mine ID signs were present at the required locations and contained the correct information. <br />Surface disturbance markers were also up azound the disturbed areas. Blasting notice signs were <br />also present. <br />Facilities <br />The operator has ordered guazdrail for that section of old highway i33 that runs adjacent to new <br />pond B. The construction of the downhill conveyor and loading facilities continues. The <br />completion date is anticipated to be December of 2000. Bowie is planning on a train loadout by <br />October of 2001. There were no problems with any of the other facilities. The operator has put a <br />gate on the road leading to the Freeman Gulch vent shaft. A gate will probably be put on the road <br />leading to the gob vent boreholes, as well. The operator is not finished with the drilling of the <br />gob vent boreholes yet. <br />The operator has placed a cover over the concrete box for the culvert junction on the east side of <br />the portal bench and covered the area with the coal stockpile. The east side of the coal stockpile <br />is at its approved areal extent. <br />There were no problems at the material storage facilities adjacent to the portal bench. <br />Topsoil <br />With the new addition of topsoil, the main topsoil pile has been reseeded. There was some straw <br />mulch on the stockpile, but had not been crimped in. The berm and straw bales were in place. <br />
