111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />the last few Division inspections is functioning, as there is water <br />in D2-2D, which originates from the outlet of the french drain. <br />The north end of MB-1 is ready for lining and the contract has been <br />put out to bid. The sediment traps on the east side of MB-2R and <br />on the west side of MB-3 requires cleaning. Afield minor revision <br />was issued for a temporary 6" pipe at the outlet of C2-2 in C2R-2 <br />to route water to MB-2R to allow for shotcreting this ditch. The <br />pipe may not contain higher flows, but the water must be contained <br />in the ditch and the pipe must be removed by 5 p.m. on Friday, <br />September 30, 1994. Silt fences have been installed in the Lone <br />Pine fan area at the base of the fill and at the base of the <br />topsoil pile. Hay bales have been installed at the Lone Pine <br />substation. <br />SUPPORT FACILITIES <br />The site of the new water tank was inspected. The tank has not <br />been installed and will not be constructed until next spring. <br />However, the pad has been cleared of vegetation and topsoil removed <br />and stockpiled to allow for the drilling of the two boreholes. <br />During the inspection, the boreholes were capped and locked and <br />were being backfilled. Silt fence should be installed around this <br />pad as soon as possible. The old surface oil tank was being <br />decommissioned at the time of the inspection. All product barrels <br />have been placed on spill containment pallets. They have been <br />moved to the storage area next to the 3-sided warehouse in <br />preparation of construction for the roof for the barrel storage <br />area and the hydraulic components storage area. There are a few <br />places were there is standing oil that has leaked from equipment <br />and parts to be repaired on the shop/warehouse bench. Floor-dry <br />was added to the standing oil. Coal on the ROM stockpile is <br />getting too close to the edge of the pad. It was recommended that <br />the height of the berm around the north end of the pile be <br />increased. Construction of the Lone Pine fan has begun. The soil <br />is extremely dry, so water is being added to get the necessary <br />compaction for the fill. <br />TOPSOIL <br />A sign should be placed on the subsoil stockpile on the east side <br />of the refuse pile. This pile was removed from the east bench to <br />
