r <br />(Page 2) <br />~ MINE ID # OR PROSPECTING ID # M-89-030 <br />INSPECTION DATE 10/09/97 <br />INSPECTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of 110 permits, and <br />as a pre-operation inspection of the area the operator wishes to include in the permit. The <br />operator has submitted an application to convert the 110 permit to a 112 permit. The <br />operator was ~:ontacted about arranging a time to meet at the site; he and the consultant who <br />is preparing the application were present throughout the inspection. <br />The 110 permit area was inspected first, with the following items noted: <br />1. The permit ID sign was posted at the entrance to the site, and several of the boundary <br />corners were marked by steel t-posts. However, the post to indicate the SW corner had been <br />knocked down by equipment onsite, and the boundary could not be exactly identified on the <br />ground. The:ce was some ~oossibility that a small area (approx 0.5 acre) outside the west <br />boundary line was disturbed by mining-related truck traffic. The damage consisted only of <br />truck and loa~9er tracks on the soil surface. It is within the area which has been proposed <br />to include within the converted permit. <br />Due to this uncerta inty of the bounda ry lo cati on nd i e r la io n o h k aff~ <br />imya ct, the topic o f "off- site damage" is not ed o nly as a prob lem (P B1 on pave one of this <br />repo rt. The operation consists of a hillside pit which daylights on the west side on a bench. <br />There are stockpiles of sand and gravel at the edge of the bench. The pit has been excavated <br />by pushing doom material from above by dozer, leaving stable slopes of slightly steeper than <br />2:1. The deposit being mined is a deep cobble bed, with some clay. There was no evidence <br />of erosion o:n the slopes or the topsoil piles. There was a small seep at the toe of the <br />highwall, whose discharge was routed out of the pit toward the Nw. <br />3. There was no processing equipment present, though a crusher had been used onsite to <br />produce the g:cavel in the stockpile. There were four or five bellydumps and a loader onsite <br />at the time c•f the inspection. <br />a. The topsoil is very ciistinet in color, up to about one foot deep, and is stripped and <br />stockpiled along the N and S sides of the pit prior to mining. Woody vegetation covers much <br />of the hillside, and it too is stripped, but not segregated from the soil. The soil <br />generally appears to be stable and not eroding, and sufficient in amount to perform the <br />approved recltunation. There was, however, a small amount of the topsoil at the edge of the <br />bench along the south boundary which is being used as material in a ramp for mine traffic. <br />The tops oil is n ot suitable as a ma ter ial to exp ort and cannot be sol d from a count n it. and <br />therefor e must b e protected . as a re sou rc e to be used ~n rectamat~on.
