III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />Backfill and Gradin¢: Slopes at all tht•ee sites are stable with no signs of slumping, <br />cracking, or sliding. Phase I bond release was grsnted on pot•tions of all three sites <br />in 1986. Slope stability monitoring was discontinued this year with the approval of <br />Technical Revision 08. No movement t. as observed in any of the monitored slopes <br />based on data collected since revegetation was completed. <br />Topsoil replacement depths were verified ai. the Northern nl Mine and the kefuse <br />Area. Locations of sample sites are depicted on the attached map. Results are as <br />follows: <br />Northern #1 Mine <br />NE corner of shop - augered to a depth of 13", all topsoil material <br />600' west of shop, at bend in road - augered to a depth of 19'•, all topsoil <br />material <br />125' southeast of pond - augered Lo a depth of 12", all topsoil material <br />Refuse Area <br />west end of t•efuse Pile - augered t.o a depth of 13", all topsoil material <br />east end of refuse pile - augered to a depth of 13", all topsoil material <br />east end of topsoil storage area - au ye red to a depth of 14.5", all topsoil <br />material <br />Both areas met or exceeded Lhe required 12" to 18" replacement depth. Topsoil <br />depths were not verified at Lhe Rienau t2 Mine since the inspector was denied access <br />to the property. Topsoil depths on she Rienau x2 site were verified by CllD1G on <br />July 14, 1987, during an inspection for Phase 1 bond release. The report for that <br />inspection stated that topsoil depths at all three mine sites complied with Lhe <br />replacement depth requirement. <br />Reve~etatioa of most areas appeared successful. Cover appeared adequate in most <br />areas, and there were no signs of erosion. <br />~, decision reaarding Phase li bond rclease on all three sites will be rendered on or <br />before Nov ember 21, 199`l. 1'he decision will be based on results of this inspection, <br />laboratory results for total suspended solids in water tal.en from the Northern ;,1 <br />pond, and vegetation sampling data submitted with the bond release application. <br />
