III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. <br />Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />Processing Waste <br />Refuse was being hauled to the lower of the two active disposal benches. No grading or compacting <br />activities were observed. Grading was fairly current, with ungraded refuse limited to approximately Y: <br />acre on the northern end of both benches. <br />Support Facilities <br />Reveaetation and Reclamation Success <br />Two types of thistle were observed on the topsoil stockpile at the Newlin Creek site. The operator <br />should eradicate the thistle before it spreads. <br />Vegetative cover on the reclaimed portions of the refuse pile is good, and appears to be fairly diverse <br />and relatively weed free. Woody plants observed include juniper, ponderosa pine, and antelope <br />bitterbrush. Vegetation appears to be adequately controlling erosion in that old erosional features are <br />becoming vegetated, and no new erosive features were observed. <br />Vegetation on the reclaimed loadout is starting to emerge. Cover is primarily kochia weeds and barley <br />from the straw mulch, but two types of grasses were emerging. The kochia will provide cover to <br />prevent the reclamation mix grasses from drying out, and will probably die off within two growing <br />seasons. <br />Air Resource Protection <br />A water truck was spraying the facilities yard area to control fugitive dust. Dust was heavy from truck <br />traffic on the county road leading to the site, but dust control within the permit area was effective. <br />C-81-014 6-25-97 <br />
