III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Well Field <br />There was no activity at the Steven's Gulch well field. The mine ID sign was up. There <br />were no signs of gullying on the topsoil stockpile. The topsoil stockpile sign was present. <br />East Mine <br />There was no activity at the east mine, although the entrance gate was open. There had <br />been some recent small rock falls on the road from the crusherlscreenerbench to the <br />portal bench. Some of the ditches along that section of road also had some rocks in them. <br />The road was passable and the road ditches were functional but the road and road ditches <br />in that azea should be cleaned up none the less. The other ditches and culverts at the east <br />mine were in good condition. <br />There have been no recent additions to the west ridge waste pile. Collection and diversion <br />ditches were functional. There also was a rock fall at the culvert inlet that leads to the <br />west ridge waste pile pond. The culvert is still functional but will need maintenance soon. <br />There was a little snowmelt in the west ridge waste pile pond. The pond embanlanent was <br />stable and the spillways were functional. The fully reclaimed old waste pile appeazed to <br />be stable. <br />Ponds 1, 3 and 4 were dry. Pond 2 had water within 3 feet of the primary dischazge top. <br />Pond bin walls were stable and dischazge structures were stable. <br />ROM Pile <br />The pond at the ROM pile had a little snowmelt in it. The pond embankment was stable. <br />The gated discharge structure was closed. The collection ditch had sufficient capacity. <br />There was a little coal waste material that had run down the outslope of the ROM bench. <br />The runoff reports to the sediment pond. However, the berm azound the ROM pile top <br />should be maintained to contain any runoff. <br />2 <br />
