SOLID WASTE INSPECTION REPORT NARRATIVE <br />Inspection date: September 22, 2004 <br />Facility: Broda Inert Fill Landfill <br />Introduction: This site was permitted in 2003 as a 31 acre inert fill landfill to backfill a groundwater lake <br />created by gravel mining. Permitted backfill includes earth, dirt, soil, sand, gravel, rock, aged concrete, asphalt <br />paving fragments, topsoil, masonry, and daylighting mud. Storm water management includes routing of surface . <br />drainage into the on-site lake. A 4-1/2 acre portion of the lake on the western edge of the property will be <br />preserved as wetlands, and not bacl~`illed to the grade expected on other portions of the site. <br />Observations: Mr. Patrick Broda accompanied Deanne Kelly with Tri-County Health Department, and Pat <br />Maitinek of CDPHE on this announced annual inspection. The site consists of an azea on the eastern side which <br />has been backfilled, and an azea towazds the west which consists of a groundwater lake. The backfilled area is <br />mostly graded flat and sloping towards the lake. There are two areas of backfilling. One azea consists of a graded <br />area with concrete fragments and soil which are encroaching on the lake from the eastern side. The working face <br />here is roughly 200 feet by 20 feet. The other area is on the eastern side of the property, where black asphalt and <br />other inert fill is being used to grade an area above ground water. Equipment included afront-end loader, a water <br />truck, and apick-up truck.. A water pump was observed on the north end of the lake, which Mr. Broda explained <br />is used to f:ll the water trucks for dust suppression. No trucks came to the site during the inspection for dumping. <br />Storm water is managed by grading towazds the on-site lake: A 1000-gallon diesel tank and 300-gallon gasoline <br />tank were observed placed on gravel. Mr. Broda stated that there is a secondary containment system beneath the <br />two tanks in the form of a concrete pad which extends 8 feet beyond the tanks and which is filled with gravel. <br />The pad has been sized to contain the tank contents. Groundwater monitoring wells were inspected and found to <br />be locked and in good condition. The next expected monitoring event is scheduled for October, 2004. Mr. Broda <br />stated that all incoming truck loads are inspected by operations staff for suitability of incoming materials. <br />Records Review: Quarterly Reporting Forms were checked for HSRF payment. Other records were reviewed in <br />office and found to be in compliance with solid waste requirements except for one issue. It was discovered that <br />the site has no approved Storm Water Management Plan or Permit. <br />Inspection Closeout: Operator was given Solid Waste Inspection Checklist form which he initialed. <br />Inspec*.ion Findings: Site was found to be in compliance with solid waste requirements. However, the site needs <br />an approved Storm Water Management Plan. <br />
