Backfill and Gradin¢ <br />No backfilling has been done in the North pit since 2003. No changes from last month were found in the <br />South Pit area, with the exception of some of the gullies on the hillslope on the westernmost side of this <br />area have been regraded (Photo 2), appazently as part of the reclamation work that was being conducted by <br />the sand and gravel operator. (Both the coal mine permit and the sand and gravel permit include <br />reclamation liability for the South Pit area.) The gullies had formed during a storm in late summer 2004, <br />and the recent regrading is a welcome improvement to this area. <br />General Mine Plan Compliance <br />The timetable and schedule for completing reclamation is set forth on page 5-33 of the permit application, <br />as follows: <br />"Reclamation of the Carbon Junction Mine is slated to begin in the autumn of 2002 and continue through <br />completion. The completion of the tasks identified and described above [i. e. most reclamation tasks - TKJ <br />is anticipated to take three construction seasons (through summer of 2005). With completion of the <br />earthmoving and retopsoiling, seeding and planting is contemplated in the autumn of 2005. Should this <br />timetable need to be altered, OEI will apprise CDMG and revise the permit." <br />The last significant amount of reclamation activity in the permit area was in 2003 when the South pit area <br />was reclaimed. The permittee currently is in compliance with the timetable and schedule on page 5-33. <br />Slides and Dama¢e <br />A containment area has been established for oil drums and buckets in the equipment storage azea of the <br />Cazbon Junction Mine at GPS coordinates 37.24133° N, 107.85872° S. This location is within the <br />Cazbon Junction Mine permit boundary, but is outside the sand and gravel permit boundary, based on <br />sand and gravel permit boundary mazkers recently placed by Four Corners Materials. The containment <br />area consists of bare ground surrounded by a 4-foot high earthen berm (Photo 3). The 27 oil drums <br />noted in last month's inspection report have been moved from their two previous locations to the <br />containment azea. Also, the oil-contaminated soil noted in last month's report has been scraped up and <br />moved to the containment area. The volume of the contaminated soil is less than 1 cubic yard. The <br />original location of the contaminated soil appears free of contamination (Photo 4). The newly <br />constructed containment area appeazs to be an effective method of storing the drums and contaminated <br />soil. <br />
