III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine conducted by Tom Kaldenbach of CDMG. <br />No one represented the operator during the field portion ofthe inspection. Matt Gavin ofGoffEngineering <br />and Surveying was present during the records check at the Goff Engineering office. The mine site was dry <br />and free of snow. The only activity on the site was reclamation work in progress on the sand and gravel <br />operation. Two scrapers were transporting fill material from the stockpile on the southeast corner of the <br />multiuse azea to the gravel pit highwall area (Photo 1). A grader, excavator, and water truck were also <br />active. <br />Bond release application SL-2 is in review. This application requests Phase I, II, and III release of the <br />coal reclamation bond for the South Pit area and other areas that are part of the Ewing Mesa gravel pit <br />permit. The approved post-mining land use of the SL-2 area is industrial (gravel pit). <br />Availability of Records <br />All required records were available (see attached list). <br />Signs and Markers <br />The mine i.d. sign is properly displayed at the entrance. <br />Roads <br />The North pit haul road is surfaced with cobbles. The road is rough, but passable. Gravel berms (water <br />bars) that extend across this road discourage public access. The road extending up the north side of the <br />South Pit reclamation has been regraded, appazently as part of the reclamation being conducted by the sand <br />and gravel. This road is part of the SL-2 bond release area, but is part of the Ewing pit sand and gravel <br />permit and will be the reclamation responsibility of the gravel permittee. <br />Hydroloeic Balance <br />Pond 1 (large pond) -The pond was dry, as usual. The flume, embankment, and inslopes were in good <br />shape. <br />Pond 2 (small pond) -This pond was dry, as usual. The flume, embankment, and inslopes were in good <br />shape. <br />
