III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a complete inspection. Tom Kaldenbach represented CDMG and Billy <br />Nicholson represented the operator. <br />Six inches of snow that had fallen the day before limited access during the <br />inspection. Draglines were in operation in D pit (NO Name drainage) and F <br />pit (East Pyeatt drainage). The dragline in A-E pit(Middle Flume drainage)was <br />temporarily shutdown. <br />AVAILABILITY OF RECORDS <br />The records checklist is attached <br />Trapper's office. <br />SIGNS AND MARKERS <br />All required records were available in <br />Mine i.d. and blasting warning signs were properly displayed at public entrances <br />to the permit area. Permit boundary markers and topsoil markers were displayed <br />at the numerous locations inspected. <br />ROADS <br />The surfaces of haul roads, access roads, and light duty roads were in good <br />condition. <br />HYDROLOGIC BALANCE <br />Snow cover limited inspection of ponds. Estimated discharges at flumes were 25 <br />qpm in East Pyeatt Gulch (NPDES 011), 75 gpm in Johnson Gulch (NPDES 001), and <br />25 gpm in No Name Gulch (NPDES 002). Snowmelt was contributing to flows. <br />BACKFILL AND GRADING <br />D pit is working on the last cut before it reaches E pit. E pit remains open <br />for future backfilling with ash. <br />No problems were found in the active ash dump area in Ash pit (former A pit). <br />EXPLOSIVES AND SUPPORT FACILITIES <br />No problems were found in the explosives storage magazine, the ANFO loading <br />facility, or the facilities yard area. The hazardous waste storage area was in <br />good order. <br />Page 3 <br />
