III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />Coal Stockpiles <br />Coal stockpiles have been reduced due to the prolonged longwall shut down. <br />The longwall had started up last week and coal was being hauled to the wash <br />plant. A train had been loaded out during the inspection this week. The ditches <br />around the development coal waste pile had some sediment in them but this was <br />still below the culvert bottoms. <br />The lower slopes of the Development Coal Waste Pile were vegetated. Culvert <br />C37 at the north end of the waste pile was clear and functioning. Pond 004a <br />contained some water in it from recent rains. Ditches D3, D10, D13 were clear <br />and functioning. Culverts C-6, C-7, C-8, C-9 were all clear and functioning. <br />West Portal <br />In the next few weeks demolition will begin to remove the buildings in this area. <br />Ditches along the road to the C&W roundhouse were clear and functioning. <br />Ditches, culverts, SAES and containments were working. The SAEs in this area <br />were graveled in the high wear areas and mulched or had sufficient vegetation in <br />the surrounding areas. The following culverts were noted to be clear ;C-27, C-54, <br />C-52, C-53, C-45, C-25, C-21. Ditches in this areas were noted to be clear and <br />functioning. Containment area #1 was well vegetated. <br />East Portal <br />Culvert C-2 was clear within the permit area. The following ditches were clear <br />and functioning; D-1, D-7, D-9, D-6A, D-8, D-6, D-5, D-18, D-17A, D-17B, D-17, <br />D-16, D-20, D-25, D-24, D-23, D-23A, D-22, D-32, D-15, D-12, D-11 and D-19. <br />2 <br />
