.. s. J <br />• Vim' v <br />tll. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />most part, the sediment control system was still functioning <br />properly, and debris was contained within the disturbed area. <br />However, it was noted that some aluminum and plastic debris had <br />blown over the containment berm, minor leakage of diesel fuel was <br />noted in the immediate vicinity of the fueling area adjacent to the <br />diesel tank, and diversion ditches were partially blocked by debris <br />in two locations. Necessary cleanup was completed prior to the end <br />of the inspection. <br />The rock dust bin and borehole site was inspected. This facility <br />has been in place for a number of years, and no on site problems <br />were noted. The pad area is gravel surfaced and bermed, with <br />effective sediment controls in place. Stockpiled topsoil is <br />effectively stabilized by vegetation. One concern noted, however, <br />is that although the hole location is depicted on Map 138, and the <br />bin and borehole is described in the permit narrative, the facility <br />is apparently not depicted on mine facility or small area exemption <br />maps, and a small area exemption plan/demonstration for the site <br />could not be located. These concerns will need to be addressed <br />within the context of the current mid-term permit review. <br />De-gas Vent Holes <br />Numerous reclaimed methane de-gas drill sites were inspected, along <br />with one hole currently being drilled (LW10-1), and two sites being <br />prepared for drilling (LW10-2 and LW10-3). Topsoil salvage had <br />been properly completed at LW10-1 and 10-2, and sediment control <br />berms were in place. Rock check structures need to be installed at <br />appropriate locations along the berms. LW10-3 site development was <br />in progress, and neither topsoil salvage nor sediment controls had <br />been completed as yet. <br />Reclaimed de-gas drill sites over Longwall Panels 1 through 5 were <br />inspected. Most of the wells had been plugged in 1995; with site <br />grading and revegetation conducted several years previously. The <br />following sites were inspected: <br />LW1-4, 5, 7, and 8 <br />LW2-1, 4, 5, 6, 6b, 7 and 8 <br />LW3-1, 2, 2a, 3, 4, 5, 6, 7, 8, 9, 9a, 10, 11, and 12 <br />LW4-5, 6, 7, 9, 10, 11, 12, 14, 15, 16, 17 <br />LW5-6, 6b, 7, 9, 10, 11, 12, 13 <br />For the most part, the holes appeared to have been properly plugged <br />
