III. COMMENTS -'COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Ditch, and section of the North Parking Lot ditch in the immediate <br />vicinity of the drop inlet at northwest corner of the Change House. <br />Monitoring <br />A hydrology consultant was on site May 8 to sample wells within <br />Leases C-8424 and C-8425, located within the northwest portion of <br />the permit area. Wells to be sampled were 31013-7-M, 31032-7-M, <br />31030-8-M, 31029-4-M, and 31033-8-M. Sampling and analysis of <br />these wells is required by the permit one time prior to initiation <br />of "B" seam operations within the two leases. <br />Processing waste <br />Site conditions have finally dried sufficiently to allow for refuse <br />area diversion stabilization work approved under TR-39 to begin. <br />Installation of rock checks along the RP-2/3 eastside "in pit" <br />ditch had begun on May 5. The lower eroded segment of the ditch <br />was being filled in with a mixture of cobble and soil previously <br />removed from RP-5A ditches, prior to installation of rock checks. <br />The rock checks are placed on top of a layer of ballast 4-6" deep, <br />which is keyed into the channel. The checks are constructed of 4- <br />10" angular riprap, with a 4 foot bottom width and two foot top <br />width, with a center notch to direct flow over the center of the <br />structure. The rock checks are being placed at 50 to 150 foot <br />spacings along the ditch, with straw bale checks between the more <br />widely spaced rock checks. Installation appears to be in <br />compliance with the approved design. <br />Installation of the various stabilization measures specified in TR- <br />39, including rock checks, sediment traps, riprap lining, <br />revegetation, roller "imprinting", and erosion control ditching is <br />to be completed by the end of the current field season. <br />Temporary ditches constructed on RP-2/3 to drain the depression <br />area on the surface of the pile had for the most part been <br />eliminated by grading operations. A shallow puddle 60' by 15' <br />still remains on the surface of the pile. The operator has <br />indicated that it is expected that sufficient drying will occur to <br />allow for draining of remaining water during May, with filling and <br />compaction as necessary to eliminate the remaining depression <br />shortly thereafter. <br />Necessary repairs to the steep rocklined segment of the RP-4 lower <br />
