., <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />riser. Water was murky from rain last week. There was no <br />discharge. Several prairie dog holes and some badger digging <br />was noted on upper portions of the embankent. These need to <br />be filled in. Significant sediment build-up is apparent at <br />the Pond 2/3 inlets, and sediment clean-out will be necessary <br />this summer. <br />RP-4 water level and appearance was similar to RP-2/3. <br />Sediment accumulation is not as extensive in the RP-4 inlets, <br />and the operator may survey the pond to quantify sediment <br />volume, and determine whether sediment cleanout will be <br />necessary based on the survey results. There was no cracking <br />or slumping evident on the RP-4 embankment, and survey ' <br />measurements conducted by the operator in April indicate that <br />no movement of monuments installed last fall has occurred. <br />RP-5 contained relatively clear water, with surface <br />approximately 6 feet below the spillway elevation. <br />Pond SS-1 contained clear water. Water level was a few inches <br />below the dewatering holes in the spillway riser. Sediment <br />build up is evident in the inlet to SS-l, and clean-out should <br />be conducted this summer. <br />Pond DP-1 contained clear water approximately 6 feet below the <br />top of the spillway riser, and was not discharging. The pond <br />has been pumped down recently, with the water used in the wash <br />plant. <br />All other sediment ponds were dry. <br />Diversions <br />Work had begun on refuse ditches as specified in TR-39. This work <br />is discussed under "Processing Waste", in this report. Some <br />drainage maintenance work will be necessary within the East Portal <br />Facility area to better define sediment trap collection ditches, <br />and to flush accumulated sediment from the two culverts to the east <br />of the fuel storage tank. The work will need to be done upon <br />removal of the equipment and supplies associated with longwall <br />installation. <br />In the D-Portal Area, minor ditch maintenance is needed along a <br />portion of the recently extended segment of the South Parking Lot <br />
