As long as the site is being actively mined of reclaimed with no problems that would lead to pemtit revocation,
then the permi[ can remain ac[ive for an indefinite period of time. C.R.S. 34-32-! 16(7)(q), noted by the complainant merely
states that "upon termination of the entire mining opemtion and in accordance with the reclamadon plan, each phase of final
reclamat on shall be completed pnor to the expiration of five years after the dale on which the operator advises the Board that
such phase has commenced, unless such period is extended by the Board."
Pictures:
1) Picnire of the pipeline near the concretelasphaltplles, and the water pooling in the area.
2) Pictures of "dead vees along the StVrain next to C& M".
3) Pictr.re of a fuel spill near a pump, as well as a small fuel tank which does not have proper containment.
4) Vati~~us other pictures of reclamation completed at sites under other operators.
Water does pool in the area where the concrete and asphalt is stored, but no evidence of direct discharge from this area to the
St Vrain can be found.
No evidence of fuel spills was found during this inspection. One fuel tank inside the processing area (near the asphalt plant)
was not in a berm, but Mr. Helm was not certain whether any material was being stored in is Testing of the tank and submittal
of the results to DMG should be done within 30 days, and if the tank contains fuel or waste material, it must be placed in a
berm or t:mk. (see PB2)
6) Future Mining Plans: That the permit had been amended several times, and there is apparently no end in sight; questions of
wha[ will happen with the conveyor belt is to he installed; that CAMAS is currently negotiating for another permit
Permits may be amended as many times as needed in order to comply with the Colorado Surface Mining Act and the
Construction Materials Rules and Regula[ions. CAMAS Co., Inc. is currently an operator in good standing with the
Division of Minerals and Geology, and as such, may hold as many permits as they wish, provided they comply with all
applicably: rules and regulations and pos[ sufficient financial bond to cover the cos[ of rectairning all the sites which they
have pemtits to mine and reclaim. An amendment to this permit will be submitted by CAMAS for the conveyor belt in the
future, at which point members of the public will be free to comment on the proposed corridor, and DMG will require that
the new area comply with ail applicable rues and regulations.
I & E Contact Address
NAME Mark Helm.
~.: ?:.~_,TOR _ CAMAS Co.
