A general monitoring inspection was conducted of the North Delta Pit. The caretaker, Mr. <br />Ray Tool, was present at the time of inspection. The operation ie currently inactive. <br />However, the appearance of the site was very clean. The operator has done an exemplary job <br />of contemporaneous reclamation. Remaining reclamation reeponeibilitiee in~:lude respreading <br />a small volume of salvaged topsoil over the stockpile area and revegetation of the lake <br />shoreline and stockpile areas. <br />2. The North Delta Pit ie permitted for 66 acres of disturbance with a financial warranty <br />of $13,500. The financial warranty appears to be adequate to complete the remainder of the <br />reclamation plan. The poet-mining land use le recreation and wildlife habitat. Completion <br />of the mining plan will result in a 55 acre lake. The location of the facility ie <br />approximately 1/4 mile north of the North Fork of the Gunnison River and directly southwest <br />of the Delta golf course. Because of the proximity of the site to the Gunnison River, <br />dewatering is required during mining. The operator discharges pit water to the Gunnison <br />Aiver under the terms of an existing NPDES Permit issued by the Colorado Department of <br />Health. <br />3. The mine plan specifies 4 phases of disturbance. Currently, there ie disturbance in each <br />phase. A lake approximately 10-12 acres exists in the Phase IV area. The shoreline has <br />been carefully graded to a 3:1 elope and topsoiled as required. All of Phaeee II and III and <br />an small portion of Phase I contain stockpiles of processed aggregate ae well as topsoil over <br />a large flat area. There ie also a large stockpile of recycled asphalt ire the west end of <br />the Phase III area. The size of the pile is estimated to be 4500 cubic yards. This material <br />does not appear to be saleable and provisions for its removal should be invade prior to or <br />during final reclamation. Please comment on the statue of this material. <br />4. Canada geese and other waterfowl were actively using the lake in the Phase IV area. <br />There were also deer tracks noted in the stockpile area. The site appears to be well suited <br />for recreation and wildlife use. <br />5. Review of the permit file does not indicate that provisions for evaporative lose from the <br />lake have been made. Under the terms of Senate Bill 120 this site may require either a well <br />permit or an augmentation plan. The Division lists this concern as a problem and requests <br />that Corn Construction respond within 30 days to verify whether all requirements of the State <br />Engineers Office for evaporative loss have been complied with. If not, the [~ivieion requests <br />that Corn Construction submit the appropriate application(s) to the State Engineers Office <br />within 60 daya. if the concern for evaporative lose is not addressed by thce operator within <br />60 daya, then the Division will require an additional reclamation bond for dewatering and <br />backfilling the lake. <br />6. The North Delta Pit did not contain an entrance sign or permit area mazkers as required <br />by Rule 3.1.12. Therefore, we request that an entrance sign be posted and the permit area <br />identified within 60 daya in order to comply with this requirement. <br />7. The North Fork of the Gunnison River <br />a dike approximately 6 feet high in the <br />the site from flooding.
