III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on March 23, 1999 by Mike <br />Boulay of the DMG. Mike Altavilla of Seneca Coal Company (SCC) was present during the <br />entire inspection. Weather conditions were clear and cool. The ground was partially snow <br />covered, with some locations of the mine site saturated from snowmelt and runoff. No <br />precipitation occurred during the inspection. <br />Roads <br />The county road adjacent to the Wadge Impoundment was muddy with a significant amount of <br />runoff present on the road surface. Site ditches along this section of road were snow covered. <br />The section of road (above Pecoco Impoundment) that ties the lower county road to the main <br />haul road (El) was rutted, and road ditches (particularly on the north side) were eroded and in <br />poor condition. Please continue to maintain this section of road by blading as necessary, and <br />improving the drainage ditches. <br />Roads AZ and F1 were fairly well maintained and dry. Roads to the upper Wolf Creek Area Pit <br />and Wadge Pit were mostly dry and well maintained. Drainage ditches along these portions of <br />roadway were in good condition and appeared to be functioning properly. Road E1 A, which <br />accesses Ponds 004 and 008 was impassable due to snow cover and saturated conditions. <br />Hydrologic Balance <br />All site ponds were viewed and appeared to be functioning properly. Pond 002 was full and <br />partially ice covered. Pond 003 was full and mostly snow covered. Both ponds were discharging <br />at the time of the inspection. The Spill Control Pond near the diesel storage area was holding <br />water but was not discharging. The Tntck Wash Ponds (supply and settling pond) located <br />southeast of the PIv1 shop were both holding water but were not discharging. The Pecoco <br />Impoundment was full with no ice cover, and was discharging. Ponds 004 and 008 were viewed <br />from Road ES and ESA. Both ponds were partially ice covered and appeared to be full. <br />The area behind the Joe Lake Fill was dry with no water stored behind the embankment at the <br />time of the inspection. <br />Reclaimed areas in the upper and lower portions of the Wolf Creek Area Pit were mostly dry. <br />There were a few Inrationa ~^ tt~e unoe^ portion ghat w'eiz <1r,~*ated. but most of the area was free <br />of snow cover and relatively dry. The upper portion of the Wadge Pit was mostly dry. The <br />lower potion of the Wadge Pit was saturated in most locations with substantial surface runoff. <br />Significant erosion is occurring at the head of the drainage channel that flows into the east side of <br />[he Wadge Impoundment from Road El. This is located on the west side of the road, north of <br />
