SMC 10/92 page 4
Disturbance along Elk Creek consists of explosives storage and a shed
with oil drums. The shed has a PCB contamination sticker on it and SMC is going
to check their records to determine whether or not the drums contain PCB
contaminated oil. Elk Creek drains under the main area through an 8' CMP. There
was not any water going into the CMP, but there was a discharge. We borrowed
lamps and walked through the pipes to find the source of the water. The middle of
this diversion actually is an old, square, concrete diversion. This is cracked and
heaved in some places and the water appears to originate in this part. We
concluded that the source is ground water infiltration into the diversion.
The east storage yard and gob pile -The gob pile lies upslope from the
storage yard. This is the storage yard where the non-coal waste that is in violation
is stored. Runoff from this area goes to a sedimentation pond at the east end. A
coal stockpile is being placed here now in accordance with a revision.
Shop, Office, Loadout area -All this disturbed area drains to
sedimentation pond with the exception of that area in violation discussed above.
The old ponds will be reclaimed after construction of the two new ponds is
finalized. The "K-Mart" flats area is a storage yard that is an SAE. The sediment
control measure is a berm on the outside of the yard.
