<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />To soil <br />The cheatgrass infestation on the topsoil stockpile had been sprayed with Round-up herbicide in late <br />April/eazly May. Treatment appeared to have been effective. Follow-up treatment will be necessary <br />following green-up of cheatgrass in the fall, to control fall germination of seed that remains in <br />the seedbank. Determination will need to be made at that time whether to seed the treated stockpile in <br />late fall, or delay seeding to 2007 to allow for one or more additional cheatgrass treatments. <br />Reveoetation <br />There has been some germination of seeded species along the repaired section of the diversion ditch south of <br />the topsoil/subsoil stockpile area. There was some rill erosion in the ditch channel from runoff last fall. If there <br />is further erosion of the channel this year, and vegetation does not become established well enough to provide <br />adequate stabilization, regrading and seeding, possibly in combination with installation of erosion control blanket <br />or geotextile liner may be warranted. <br />The noxious weed whitetop is present in various locations along the lower haul road and in the soil stockpiles <br />and sediment pond vicinity. Whitetop was recently sprayed in these areas, with apparently mixed success. <br />These areas will need to be sprayed again next year. There are also patches along sections of the reclaimed <br />emergency drift pad access road where whitetop control will be necessary. <br />Various small disturbance areas resulting from ditch/berm maintenance activity, and minor grading on <br />the construction material stockpile need to be seeded with the stabilization seedmix later this summer <br />or in the fall. <br />A couple small segments of the reclaimed drill pad access road were apparently not seeded, and will <br />need to be seeded as indicated in the May inspection report, during either the approved summer or fall <br />seeding timeframes. <br />Suooort Facilities <br />In the May inspection report it was noted that maintenance of silt fencing is necessary at the reclaimed drill pad <br />area on the North Fork of Munger Creek. Access to the site requires a two mile hike and the site was not <br />inspected during the inspection, due to time constraints. The site will be inspected during the next monthly <br />inspection. Silt fencing repairs need to be completed as indicated in the May inspection report. <br />4 <br />
