<br />III. COMMENTS-COMPLIANCE <br />Below are commenh on the inspection. The commenh include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts of evitlence supporting the enforcement action. <br />Carry-over Items of concern: Culvert K needed maintenance attention. The topsoil pile <br />south of the southeast corner of the East Pit needed to be shaped and the resource <br />protected. A minor modification to the blast records was discussed. Some thistle was <br />noted on the inslopes and flume area of the Gulch A Pond, and some whitetop on the <br />Work Area Pond embankment. Some houdstongue was noted just inside the permit <br />boundary up Taylor Creek. <br />SIGNS AND MARKERS: A permit boundary sign on the south side of the Moffat County <br />Road 51 crossing of the water line right of way was found to be in place and in good <br />repair. <br />ROADS: Culvert K still requires work, as does now culvert M on the main haul road <br />(Permit Application Packet, Exhibit 7, Part 9, Table 1). Best management practice <br />sediment traps were functioning well, but the ditch swales (Arizona crossings) to <br />them across the Taylor Creek light duty road need to be redefined. Alternative <br />sediment control methods before culverts on the main coal haul road were <br />discussed in general terms. <br />HYDROLOGIC BALANCE: The area was dry. No surtace runoff was observed. There <br />was no discharge from the West Pit Pond or the East Taylor Pond (the East Taylor <br />Pond held a low level of water). Some sediment had collected at the East Taylor <br />Pond from erosion of the steep embankment of the incomplete southwest corner of <br />the West Pit fill above the pond. The operator indicated the possibility of installing <br />another stock pond at the southwest corner of seeded East Pit reclamation. <br />BACKFILL & GRADING: Overburden and inter-burden was being hauled from the <br />West Pit and backfilled into the East Pit. No grading was being accomplished. <br />EXPLOSIVES: A modification to the blast records had been submitted to the Division <br />as a minor revision. <br />TOPSOIL: Topsoil is planned to be taken from the topsoil pile south of the southeast <br />corner of the East Pit. If not totally pulled, the topsoil needs to be shaped, and this <br />resource protected from wind and water erosion. A topsoil identification sign need to <br />be placed on this temporary storage pile. The topsoil stripping line (survey) for the <br />next bench advancement to the south of the West Pit was observed. A picture of <br />the survey line was taken. A copy will be placed on file at the Division of Minerals <br />and Geology and a digitized copy provided to the operator of this and all other <br />pictures taken during this inspection. <br />GENERAL MINE PLAN COMPLIANCE: Operations were in compliance. Overburden <br />and interburden was being taken from the West Pit by shovel-truck operations and <br />being placed in the East Pit.
