III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />Unit Train Loadout <br />The three entrance gates were open with mine ID signs up. The roads were in good condition. The <br />sediment caitrol system was fwictioning. Culverts were clear and ditches had enough capacity. There <br />was no standing water in the sediment pond. The pond diversion ditch and culverts were functional. <br />There were no problems noted at the fuel facility. There were no signs of coal dust on the highway. <br />WeI1 Field <br />The mirie ID sign was up on the pump building. The road was very muddy but passable. The topsoil <br />stockpile was well vegetated but the topsoil stockpile sign was off of its post. <br />West Mine <br />The road up to the West Mine area was in good condition. Road culverts have been recently <br />mairitained. The mine ID sign was up at the fan site. The silt fence at the fan site could use some <br />maintenance. The topsoil stockpile was well vegetated and the topsoil sign was up. <br />There was a moderate to good vegetative cover at the reclaimed West Mine portal bench. No signs of <br />slumping or erosional instability were evident. Silt fence and straw bales were in place. There was no <br />standing water in the upper sediment pond but there was a little in the lower sediment pond. Pond <br />spillways were functional and embankments were stable. <br />Records <br />The records were in compliance, as documented in the following records checklist. <br />c:/word bowie 1/insp 1004 <br />
