III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Backfill & Gradine <br />Good progress has been made in backfilling and grading of the Wadge East Pit area. Topsoil <br />replacement and seeding should be completed in the Wadge East Pit azea this fall in accordance <br />with contemporaneous reclamation practices. <br />Topsoil <br />As noted in the last inspection report, vegetation has been removed and topsoil stripped from a <br />small area west of the Wadge Impoundment. This area is approximately .5 acre and is located <br />immediately above the access road leading to the Sub-Station. Temporary erosion control <br />measures should be implemented at this location to minimize sedimentation and erosion until <br />permanent control measures can be established. The entire area disturbed should be stabilized <br />with respect to erosion by a vegetation cover or other means. As discussed with SCC personnel <br />during this inspection, a water bar or culvert should be installed at a location down slope from <br />the disturbance so that sediment and runoff from the area is conveyed to the Wadge <br />Impoundment for treatment. <br />
