III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on September 18 and September <br />19, 2001 by Mike Boulay of the DMG. Robert Shevling and Roy Ikaro of Seneca Coal Company <br />(SCC) were present during the inspection. Weather conditions were cloudy and warm. There <br />was no activity at the mine site during this inspection. <br />Availability of Records <br />The availability of records was reviewed and no problets were noted. All required records were <br />complete and on file at the mine site. <br />Roads <br />Ground conditions were dry throughout the majority of the site. Road surfaces throughout the <br />mine site were dry and generally well maintained. <br />Two roads (ElA and ESA) that access the Wadge East Pit area have been reclaimed or are in the <br />process of being reclaimed. <br />HydroloQic Balance <br />Ponds 002, 003, 004, and 008 were inspected. All of the site sedimentation ponds were full and <br />discharging clear water. The Truck Wash Ponds were holding water but not discharging. No <br />problems were noted at any of the pond locations. <br />Significant erosion is present upslope from the inlet to Postmining Channel PM-4. Several rills <br />and gullies 2-3 feet deep have fotmed in this area above PM-4. It was also noted that additional <br />riprap will be required at the inlet of PM-4. Please take steps necessary to control and reduce the <br />erosion occurring on the revegetated slope above the PM-4 channel, and place additional riprap <br />in the PM-4 channel inlet. <br />Silt fencing was recently replaced at the new boneyard SAE location. The silt fence has become <br />damaged and ripped. Please replace and properly install [he silt fence at the two silt fence <br />locations on the west side of the boneyard. <br />
