Condition #4 on the application <br />approval requires that the earth liner in the tailing impoundment be constructed with <br />material with permeabilities less than or equal to 2 feet per year. A minimum of 12 inches <br />of suitable material should be compacted to 95~ Proctor Density. Field run compaction data <br />should be submitted for each phase of the tailing disposal facility immediately after <br />construction. As noted above, this information needs to be submitted to the Division within <br />30 days of receipt of this report. This information will assist in the Division's <br />determination if the site meets the definition of a "designated mining operation."
