1_~a,`~ SG/~io~n~-tee ~`$/~aa <br />3T~ of ~~~ <br />Hydrologic Balance (cont): -Substation 3 Pond contained a small amount of water <br />but was not discharging at the time of the inspection. The pond embankment was <br />well vegetated and stable and there were no signs of erosional problems on the <br />embankment. The primary spillway is a gated valve. The emergency spillway is an <br />open channel that appeared to be constructed and maintained as required. <br />-The straw bale SAE at the Bear Creek Facilities Area was in place and appeared to <br />be functioning properly. There was no sediment observed leaving the site. <br />-The silt fence SAE at the Lower Hubbard Creek Facilities Area needs some <br />maintenance work (it has been knocked down in several places). There was no <br />sediment observed leaving the site. <br />-The pond at the Upper Hubbard Creek Facilities Area was dry at the time of the <br />inspection. The pond embankment was well vegetated and stable and there were <br />no signs of erosional problems on the embankment. <br />- All of the roadside ditches and culverts at the site were well maintained and <br />appeared to be functioning as required. <br />Backfilling and Grading: -The backfilled Bear Creek Facilities Area was stable at the <br />time of the inspection. There were no signs of settling or cracking and no erosional <br />problems noted. <br />- The backfilled Lower Hubbard Creek Facilities Area was stable at the time of the <br />inspection. There were no signs of cracking or settling and no erosional problems <br />noted. <br />Processing Waste: -The East Yard Refuse Pile has been covered and seeded and <br />vegetation was beginning to grow. The cover appeared to be stable and there <br />were no erosional problems on the pile. <br />-The West Valley Fill Refuse Pile was being actively worked at the time of the <br />inspection. The pile appeared to be stable and there was no standing or pooled <br />water on the surface of the pile. No springs or seeps were observed coming out of <br />the pile. <br />Support Facilities: The Sanborn Creek Fan and Substation 3 pads were stable and in <br />good condition. <br />Topsoil: -The topsoil stockpile at the Elk Creek Facilities Area was properly marked <br />and well vegetated. There were no erosional problems noted on the pile. <br />-The topsoil stockpile at the Upper Hubbard Creek Facilities Area was properly <br />marked and well vegetated. There were no erosional problems noted on the pile. <br />Air Resource Protection: The mine was actively watering the roads to control fugitive <br />dust. There was very little fugitive dust from the coal stockpile area. <br />Slides and Damage: There was a small slide (approximately 50 feet long) just behind <br />the rock dust tanks at the Elk Creek Facility Area. The slide has not caused any <br />damage or off-site impacts. The slide area needs to be repaired and stabilized. <br />Reclamation Success: The Bear Creek and Lower Hubbard Creek Facilities Areas <br />have all been backfilled, topsoiled and reseeded. The vegetation at these areas <br />looks good and there were no erosional problems noted at either of these areas. <br />
