<br />In order to ascertain that there are no off-site impacts from an operation, the team <br />will verify, among other items identified by the team, the following: <br />* The operator is conducting all of the required monitoring. <br />* The operator is submitting all of the required data. <br />* DMG develops and implements a consistent, thorough, and <br />effective program for review of hydrologic data for each operation. <br />* DMG develops and implements a plan for remediation of any <br />operations where it has been determined that detrimental off-site <br />impacts have occurred or are likely to occur. <br />The review will focus on whether DMG and the operator have implemented the <br />approved monitoring plan, and not the appropriateness of the approved plan. At <br />the close of the review, the team may find that revisions to an approved monitoring <br />plan may be necessary, at which time recommendations could be made. <br />Sample Population: <br />The sites for this focus are the West Elk Mine, Seneca II Mine, and Trapper Mine. <br />These operations were selected based on the overall size of operations and <br />proximity to streams used for agricultural purposes. <br />Schedule for Review <br />The field portion of the review at Seneca II Mine and Trapper Mine (Team <br />sampling and observation of operator monitoring) was completed during the <br />summer of 1996, and a summary of those findings are to be included in the EY96 <br />Oversight Report. The field portion of the review at West Ells Mine was <br />completed in October 1996. Review of monitoring data submittals for all three <br />sites will be completed after February 15, 1997, which is the deadline for submittal <br />of that information by the operator to DMG. A final report on the review findings <br />and/or recommendations will be included in the EY97 Oversight Report. <br />2. Blasting <br />Each operation has an approved blasting plan designed to prevent off-site impacts. <br />The focus of this topic will be to determine how effectively DMG is implementing <br />its approved program to prevent off-site impacts attendant to blasting operations. <br />Blasting requirements subject to this review are defined in Sections 4.08.1, 4.08.4, <br />A-5 <br />
