Prevention of Off-Site Impacts <br />1. Hydrologic Quality <br />This special focus topic is being carried over into EY97 from EY96. The field <br />work required by this topic has been conducted; however, review of the hydrologic <br />data submitted as part of the Annual Hydrology Report, due from mine operators <br />after February 1997, is necessary before concluding this investigation. This will <br />enable hydrologists to review data collected during the field season in which the <br />inspections were conducted. <br />Fach operation has an approved hydrologic monitoring program sufficient to allow <br />a determination of whether or not off-site impacts have occurred. <br />The focus of the review will be to determine how effectively DMG is <br />implementing its approved program to prevent offsite impacts to surface waters <br />which could potentially be affected by mining operations. <br />Definition of O[f~ite Impacts: <br />Off-site impacts are currently defined in the prediction of probable <br />hydrologic consequences (PHC) in approved permit applications, <br />and are different for each site. Factors contributing to each <br />prediction include baseline monitoring data, stream standards and <br />classifications set forth by the Colorado Department of Health, <br />pollution from other sources, and projections of the quality and <br />quantity of effluent from proposed operations. <br />Measunemeut: <br />A determination of no off-site impact is made when DMG can determine that <br />surface water quality monitoring data is consistent with the predictions in the PHC. <br />The team, including any ad hoc members, will jointly develop a review procedure <br />for each site prior to commencing the review. <br />A-4 <br />
