(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1981-325 <br />INSPECTION BATE 9/26/05 INSPECTOR'S INITIALS ESC <br />083SRVATION3 <br />This was an inspection of the West Tennessee Pit conducted by Erica Crosby of the Colorado <br />Division of Minerals and Geology. Daryl Webster and Chris Roeder of Webster Sand and Gravel <br />were present during the inspection. <br />The purpose of the inspection was to determine the amount of reclamation performed on site in <br />order to reduce the financial warranty. On February 2, 2005 the Division increased the <br />financial warranty from $33,500.00 to $358,000.00. The Division adjusted the bond to reclaim <br />70 acres of disturbance, remove and demolish mine debris and address the topsoil shortage <br />issue. The operator was told to either submit the additional bond, perform some reclamation <br />on site or revise the reclamation plan. <br />The following reclamation has been performed on site to date; <br />1. More than half of the mining related structures and debris have been removed from the <br />site. According to the operator, two trailers have been removed, 13 loads of timber, <br />trash and cable have been hauled off site. The operator intends to remove additional <br />scrap iron for salvage. Some of the items will remain on site due to their current and <br />historical value and use. <br />2,. Hazardous material and used oil has been completely removed from site. Only 2 tanks <br />remain that store fuel. <br />3. A small area on the north end of the pit has been graded to 3h:2v slopes. The <br />remaining areas have not been graded due to possible interference with resource <br />recovery. The Division will adjust the reclamation cost estimate correction factor to <br />use a weight factor associated with sand. <br />4. Topsoil material has been hauled in and stored on site for future use. Since the last <br />inspection, 3,000 CY has been stockpiled. The material is hauled in from the Homestead <br />Trout Club. The Trout Club area is approximately 3 miles from the pit and was inspected <br />during this inspection. Owners of the Homestead Trout Club routinely clean the ponds <br />and stockpile the material. It appears to be suitable for topsoil, however, the <br />operator will be required to demonstrate that the material is clean, inert, and <br />suitable for reclamation. The operator agreed to submit this documentation by October <br />31, 2005. <br />5. In addition, the operator intends to use fines that have been stored on site and <br />cleaned out from the wash ponds.
