Oc ( s(
Roadside Mine (Permit No. C-1981-041)
Bond Release SL-02
May 20, 2003; 9:00 - 4:30
May 21, 2003; 8:30 - 12:00
Participants:
Kerry Horton, Bank of Grand Junction (lrst day only)
Rudy Fontanari, landowner (lrst day only)
Bruce Fowler, BLM (lrst day only)
Keith Davis, AEP (parent company)
Velma Hays, adjoining landowner
Tonya Hammond, operator
Dan Matthews, Colo DMG
Randal Pair, OSM
Day 1.
The outslopes of the Roadside Refuse Pile have been completed
and covered. Dan Matthews has done considerable work in the
last few months verifying cover depths, terrace slopes, etc., so
we did not repeat that work. The top of the pile was being used
for storage and has not yet been covered; it is not included in
this bond release. The new clean water diversion ditch above
the pile is OK.
Dan Matthews pointed out the location of the prep plant that has
been removed; at the time, I apparently did not realize that
this area had to be backfilled and graded as part of reclaiming
the upper bench.
The North Decline area has been restored to AOC, and the stream
channel reconstructed.
After lunch, we checked the "B" substation site, which had been
restored to AOC and all facilities removed. We also checked the
borrow area for the Roadside Pile cover material; it has been
restored to AOC.
We checked the facilities at the south area on BLM surface. The
substation area has been regraded and resoiled, and all
facilities removed. The soil stockpile area is OK. The two
West Portals have been sealed and backfilled; no settling was
observed. Revegetation is very sparse on these areas. The road
crossings have been upgraded with riprap as earlier requested by
~~ ~ S
