~i <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Hydrology <br />Ponds 1, 2, 3 and 4, as well as the ROM pile pond, the highway coal stockpile pond and <br />the west ridge waste pile pond, were snow covered but none appeared to contain any <br />standing water. The west mine pond had a little water in it, covered by snow. The train <br />loadout pond was dry. Pond embankments and bin walls appeared to be stable and <br />spillways were operational. <br />The culverts around the mine site were clear, although some of the culverts at the higher <br />elevations were snow covered. The upper plastic culvert that is part of the upper <br />diversion ditch above the train loadout pond will need cleaning out soon. The lower <br />plastic culvert is completely clear. <br />All of the ditches were functional. However, some maintenance will be needed soon with <br />a couple of the ditches. The collection ditch just to the west of the grizzly at the train <br />loadout could use some cleaning out soon. Some sections of the road ditches at the east <br />mine could also use some touching up soon. <br />Straw bales and silt fencing were in place. However, some maintenance is needed at two <br />locations on the crusher/screener bench. Some straw bales need replacing at the outlet of <br />the diversion ditch behind the crusher/screener bench. Also, on the same bench, the bales <br />around the drop structure need to be secured better. <br />Topsoil StockQiles <br />Most of the topsoil stockpiles were covered in snow. No erosional gullying was evident. <br />Topsoil stockpile signs were up. <br />Gob Piles <br />Most of the west ridge waste pile and all of the old gob pile were covered in snow. There <br />were no signs of erosional or geotechnical instability. The straw bale in the berm notch at <br />the west ridge waste pile addition needs to be replaced. <br />Records <br />All of the records were found to be incompliance. <br />
