~~ <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This complete inspection was conducted by Joe Dudash of the Colorado DMG. No one <br />represented the operator during the inspection. The upper elevations of the mine site were <br />covered in snow. <br />Roads <br />All of the roads were passable. Some of the snow-covered roads had been graded. There <br />were no problems with fugitive dust next to the entrances to the train loadout. <br />Sigps and Mazkers <br />Mine ID signs were up at all entrances. Surface disturbance markers were also up. <br />Reclamation <br />Earth moving operations continue at the west mine. The contractor continues to be very <br />methodical and very careful not to have offsite impacts. Sediment control continues to be <br />very successful. <br />Structural demolition continues at the east mine. Demolition has started at the <br />office/bathhouse, transfer tower, conveyor belt and warehouse. Structures at the <br />crusher/screener bench continue to be demolished. The crusher/screener bench pad <br />continues to be used as a staging area for the shipping out of the demolished material. <br />Facilities <br />A train had been loaded at the train loadout and was waiting for cleazance to leave. Haul <br />trucks were unloading at the train loadout. There did not appear to be a problem with <br />fugitive dust offsite, although the area just to the west of the grizzly was somewhat dusty <br />due to unloading operations. The dusty azea is close to an orchazd. The operator should <br />watch this area to make sure there are no offsite impacts. <br />All of the coal has been shipped out from the highway coal stockpile. Only the coal base <br />remains. Some of the ROM pile material also has been taken out and put into the west <br />mine vent shaft. The operator had previously placed soil into the shaft. <br />
