III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion. of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />The haul road up to gob pile no. 1 was not graded but it was passable. Road ditches were functional. <br />There was no activity at gob pile no. 1 and there have not been any recent additions to the pile. The top, <br />of the pile was graded so that there was positive drainage. The outslope of gob pile no, 1 was covered <br />in snow, as were the topsoil stockpile and the coverfill stockpile associated with gob pile no. 1. Topsoil <br />signs were up. There were no signs of slope instability at any of these stockpiles. <br />The water/ice level at pond C was a few feet above the primary discharge tube. The operator was going <br />to lower the water level to the elevation of the primary discharge tube. Pond D had snow, but <br />appazently no standing water, in it. Pond embankments were snow covered but appeazed to be stable <br />and spillways were functional <br />There was a lot of activity at gob pile no. 2. The mining of the west district D-seam has produced a lot <br />of refuse from the wash plant. The operator had four haul trucks, three excavators, two dozers and one <br />compactor working the site. Two of the excavators were extending to the west the collection ditch at <br />the toe of the pile. Because of the recent snowfalls, the operator has had some difficulty with wet <br />refuse. So, as approved in the permit application, soil material is being mixed in with the refuse to aid <br />in achieving the compaction standard. A new access ramp to the west side of gob pile no. 2 was being <br />constructed as well. Collection ditches, although snow covered, appeared to be in compliance. The <br />topsoil and coverfill stockpiles for gob pile no. 2 were snow covered but appeared to be stable. There <br />was a very little amount of ice and snow covered water in pond F. The pond embanlanent and spillway <br />was covered in snow. <br />Unit Train loadout <br />A unit train had been loaded the night before and was waiting by the loading bin for a crew No fugitive <br />dust was seen on the snow covered ground. The train loadout bench outslope was covered in snow but <br />appeazed to be stable. Culverts and ditches at the loadout were also covered in snow. <br />Pond J appeared to only have snow in it while pond K had a little ice covered water in it.
