III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
This was a complete inspection conducted by Kent Gorham of the Colorado Division of
Minerals and Geology. This site was idled following the shutdown and reclamation of the
Lorencito Canyon Mine (# C-96-084). The weather was cold and ground conditions were
generally dry where exposed to the sun. Patchy snow covered less exposed areas. All
areas were accessible by foot or vehicle.
Availability of Records
The public copy of the mine records is kept at the office of Peak Project Management (PPM).
The contact, address, and phone number for PPM is Ron Thompson, Peak Project
Management, 34115 County Road 20.8, Trinidad, CO 81082, 719-846-4975. All records
were found in compliance as detailed on page 2a of this report.
Hydrologic Balance
Pond 7 held water and was frozen. The level was below the lowest set of holes on the riser.
The pond 7 outlet gate was found closed. The three containments near the refuse
conveyor were holding small puddles of frozen water. Pond 8 at the RDA was frozen but not
discharging. Repair at the emergency spillway intersection remains to be completed. The
western-most West Mine containment was dry. The eastern containment held a small
puddle of frozen water. Pond 4 held water in the southeast corner and was frozen.
All ditches and culverts were found in good condition. Culvert inlets and ditches along the
road to the RDA should be maintained prior to equipment leaving the site.
Backfilling and Grading
A dozer was brought to the site since the last inspection. The operator has begun to push
the footprint of coal stockpile #2 into a windrow along the access road. This material will be
disposed of in the development waste pile to the west. Following final grading, the area will
receive topsoil as per the approved permit. Topsoil is available in two piles immediately
adjacent to this area.
Processing Waste
Two waste piles are present at this mine site. The development waste pile sits immediately
east of the main mine entrance. The pile is approximately 80% reclaimed at this time. A
small area in the upper center of the pile remains available for additional material such as
pond cleanings. Ditches directing runoff from this pile to pond4 and pond 7 were found in
good condition.
The operator is regarding the surface of the large refuse disposal area north of Highway 12.
Material is being pushed from front towards the back of the pile. This work has been
completed in the western half of the pile surface. I the foreground of the picture below, the
