(Page 21 <br />MINE ID Il OR PROSPECTING ID rY M-1979-f 81 <br />INSPECTION DATE 9 15 00 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS WHE <br />This inspection occurred in accordance with DMG policy for monitoring permitted operations. DMG attempted <br />to inform the local contact person, Harry Castle at (970) 325-4583, of the scheduled inspection. No contact <br />was made at the provided phone number. The Ruby Trust Mine is a 110(2) type permit, approved for 2 acres <br />affected area. The permit area is located approximately 8 miles SW of Ouray, at the outlet of Governor Basin, <br />in portions of the SW '/. of Section 16, T43N, R8W, NMPM, Ouray County. DMG holds 59,481 financial <br />warranty. Mine status is active. No activities were observed and no persons were contacted during the time <br />of this inspection. <br />A mine identification sign was posted at the mine entrance. Public access is controlled by a locked gate <br />across the entrance road. Affected lands are well defined on the map and in the plans submitted under TR-01. <br />Affected lands were delineated sufficiently to identify the permit boundary and verify containment of mining <br />activities within approved areas. <br />The upper portal was open, no discharge noted. The lower portal decline was flooded, discharge was trickling <br />from the flooded decline. Portal discharge is routed to a sediment pond. Discharge from the sediment pond <br />was visually estimated at 20 gpm. Pond discharge appeared clear, mineral staining was not observed for any <br />portion of the portal area, containment ditch, sediment pond or pond discharge area. Mine discharge is <br />permitted and monitored under CDPS permit CO-0037206. Pyritic ore materials were appropriately contained <br />within the concrete lined ore storage pad. Surface drainage was diverted around the ore storage pad. Upland <br />drainage ditches, routing upland drainage through or around the affected area, were well maintained. Affected <br />lands appeared stable, evidence of excessive erosion was not observed. <br />Financial Warranty DMG is reviewing the current cost of reclamation. The reclamation plan indicates that <br />affected lands will be reclaimed to support rangeland and recreation post mining land use. The reclamation <br />plan indicates that the mine office building pre-dated the permit application and that office building is a <br />permanent structure, not to be removed during final reclamation. However, all other structures and mine <br />openings will be removed, safeguarded or closed by backfilling. Please clarify how the operator intends to <br />close or safeguard the flooded portal decline and the underground shop. DMG will utilize the additional <br />information, submitted by the operator, in its review of the current cost of reclamation.
