Energy Fuels Mining Company, Raton Creek Mines, Permit No. C-82-055
Dear Mr. Weaver:
The purpose of this letter is to record the issues discussed during our meeting at the Raton
Creek Mine on February 24, 1994. Individuals present at that meeting included:
Mr. A.J. luppa, landowner;
Mr. Joe De Angelis, EFMC;
Mr. Clint Carey, EFMC;
Mr. Allen Weaver, EFMC;
Mr. Tony Waldron, DMG; and
Mr. Wallace Erickson, DMG
Issues discussed during the meeting include:
1. Phase I bond release requirements for the east side of the yard area where backfilling
operations of the Mine 1 portals had been completed;
2. Phase II bond release requirements specifically dealing with topsoil replacement;
3. Mining related structures not previqusly approved as permanent structures but
requested by the landowner to remain as permanent structures; and
4. Watershed Diversion Ditch 1 maintenance and design.
A brief description of the four basic issues follows.
1. Phase I bond release requirements for the east side of the yard area.
Rule 3.03.1(2)lal states, "Up to sixty percent of the applicable bond amount shall be
released when the permittee successfully completes backfilling, regrading, and
drainage control in accordance with the approved reclamation plan."
