Individuals present at that meeting included: <br />Mr. A.J. luppa, landowner; <br />Mr. Joe De Angelis, EFMC; <br />Mr. Clint Carey, EFMC; <br />Mr. Allen Weaver, EFMC; <br />Mr. Tony Waldron, DMG; and <br />Mr. Wallace Erickson, DMG <br />Issues discussed during the meeting include: <br />1. Phase I bond release requirements for the east side of the yard area where backfilling <br />operations of the Mine 1 portals had been completed; <br />2. Phase II bond release requirements specifically dealing with topsoil replacement; <br />3. Mining related structures not previqusly approved as permanent structures but <br />requested by the landowner to remain as permanent structures; and <br />4. Watershed Diversion Ditch 1 maintenance and design. <br />A brief description of the four basic issues follows. <br />1. Phase I bond release requirements for the east side of the yard area. <br />Rule 3.03.1(2)lal states, "Up to sixty percent of the applicable bond amount shall be <br />released when the permittee successfully completes backfilling, regrading, and <br />drainage control in accordance with the approved reclamation plan." <br />
