III. COMMENTS -COMPLIANCE ~>~u ~ "Q~ O(~' <br />('~yr 2~o~Fp~ ~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Deserado Mine conducted by Jim Stark of CDMG. <br />Scott Wanstedt of BME accompanied me on the inspection. The mine was actively <br />producing coal and hauling refuse at the time of the inspection. The Division has <br />approved Permit Revision 04, which will become final after the public comment <br />period. The weather was warm and clear and the ground was dry. <br />Signs and Markers: All of the necessary signs (including the mine ID signs, permit <br />boundary signs, refuse pile ID signs, subsoil stockpile signs and topsoil stockpile signs) <br />were properly displayed and in good condition. <br />Roads: The access road to the mine site is a paved road. The road was well <br />maintained and in good condition. <br />-The haul road to the refuse piles (RP-l , RP-2/3/4 and RP-Sa) was well maintained <br />and in good condition. The road appeared stable and there were no signs of <br />erosional problems. <br />-The conveyor corridor road, from the refuse pile haul road to the loadout, was well <br />maintained and in good condition. The road appeared to be stable and there were <br />no erosional problems observed. <br />-The access road to the slot storage was well maintained and in good condition. <br />-The light-use roads to RS-1,2 and 3 and the B-Vent Shaft was well maintained and in <br />good condition. The roads appeared to be stable and there were no erosional <br />probiems observed. <br />Hydrologic Balance: -Pond RP-2/3 was dry. Both of the cells at the pond inlet were <br />dry. The pond embankment was well vegetated and appeared to be stable. There <br />were no erosional problems noted on the pond embankment. <br />- Pond RP-4 was dry at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable. There were no erosional probiems noted on <br />the pond embankment. <br />- Pond RP-5a was dry at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable. There were no erosional problems noted on <br />the pond embankment. <br />- Pond DP-1 contained water at a level just below the discharge pipe. The pond was <br />discharging at the time of the inspection (through a small decant pipe just below the <br />principle spillway). The pond embankment was well vegetated and appeared to be <br />stable. There were no erosional problems on the pond embankment. The <br />emergency spillway was well maintained and stable. <br />- The roadside ditches along the mine access road and the haul road to the refuse <br />pile appeared to be stable and well maintained. <br />- Ponds RR-l, RR-2 and RR-3 were all dry at the time of the inspection. All of the pond <br />embankments were well vegetated and stable. There were no erosional problems <br />noted on the pond embankments. <br />
