Brewer, 2
speak specifically to how your operations will meet this requirement.
3809.301(2)(iii) Description of the type of equipment you will use. Drill rig mentioned, but will the
excavator or backhoe used for pad or sump construction still be onsite? The Reclamation Cost Estimate
(RCE)will need to account for removal of that equipment if they will remain as well.
3809.301(2)(iv)A schedule of activities including the date when you expect to begin operations and the
date you expect to complete reclamation. The schedule provided is adequate, but just a note to remind you
that notices are good for two years so you can have a more flexible schedule and allow yourself more
time for reclamation? Up to you.
3809.301(3) Reclamation Plan. Reference to the Nevada Division of Environmental Protection(NDEP)
guidelines and H-3042-1 is great but additionally BLM would like to see additional specifics as to the
details of the reclamation plan. What is the process for reclamation at each drill site?Plug hole, backfill
sump, reseed the pad? Will you rip or otherwise disturb the pad or the roads prior to seeding? I see
ripping accounted for in the RCE spreadsheet but it is not stated in the words as part of the plan. Will you
broadcast seed or drill? Do you plan to do any mulching? Will you be building all the pads at once and
reclaiming as you go?Or will you build and reclaim as you go per hole? Please just clarify in detail how
you will go about reclaiming the site. If there is any possibility that you may not drill all the holes based
on what you see in the first few, include that as a possibility. Will the core be HQ?
3809.301(4) Reclamation Cost Estimate. The number provided, calculated using Standardized
Reclamation Cost Estimator(SRCE)formulas is a good start. I suspect those formulas are for Nevada and
will be different for Colorado. I don't have access to SRCE formulas but will calculate a RCE using
CostMine Sherpa Reclamation software. BLM will review your revised number with the additional
disturbance as noted above,Colorado Department of Reclamation and Mine Services(DRMS)and our
own calculations to come up with an amount to post for a bond.
Please reach out to Rebecca Fincham, Geologist, at 719-480-0911 or rfincham@,blm.gov with any
questions.
Sincerely,
DALE CULVER Dpatea2026.020d 211D8`0E 5 07'00
Dale Culver
Field Manager
San Luis Valley Field Office
Enclosed: Photos
Cc:
CERTIFIED MAIL—RETURN RECEIPT CERTIFIED MAIL—RETURN RECEIPT
REQUESTED REQUESTED
9589 0710 5270 0433 5338 75 9589 0710 5270 0433 5338 82
Colorado Division of Reclamation, Mining and
Almadex America, Inc Safety
121 Woodland Ave., Suite 140 Attention: Chris Girardi
Reno,Nevada 89523 Room 215
1001 E 62nd Avenue
Denver CO 80216
Via email: chris.girardinstate.co.us
INTERIOR REGION 7•UPPER COLORADO BASIN
COLORADO, NEW MEXICO,UTAH.WYOMING
