Sedalia Land Company – Notice of Filing Deficiencies M-2025-062 <br />December 29, 2025 <br />Page 2 of 2 <br /> <br /> <br />EXHIBIT Q – Proof of Mailing of Notices to Board of County Commissioners and Conservation District <br />(Rule 6.4.17): <br /> <br />6. The application materials include copies of the notices and receipts of certified mailings as proof of noticing the <br />Douglas County Board of County Commissions and the Douglas County Conservation District. In accordance <br />with Rule 1.6.2 (1)(a)(ii), please submit Proof of Notice by providing the certified mail return receipts (also <br />known as the green signature cards), e-receipt, or date-stamped copies of the notices acknowledging receipt by <br />the local Board of County Commissions and Board of Supervisors of the Conservation District and a copy of <br />each notice which was provided to these boards. <br /> <br />EXHIBIT R – Proof of Filing with County Clerk and Recorder (Rule 6.4.18): <br /> <br />7. The application materials include proof of filing with the County Clerk and Recorder, however it appears the <br />application was not placed with the County Clerk and Recorder but was recorded. In accordance with Rule <br />1.6.2(1)(c) and as required by Rule 1.6.2(2), the copy of the permit application, adequacy responses of the <br />applicant, application revisions, and any permit amendment applications placed at the office of the County Clerk <br />or Recorder shall not be recorded. Please submit an affidavit or receipt indicating the date on which the <br />application was placed with the local County Clerk and Recorder for public review. Please also submit proof <br />that the public review copy has been updated with a copy of the response to this letter. <br /> <br />This letter shall not be interpreted to mean that there are no other deficiency or adequacy requirements in your <br />application. The Division will review your application to determine whether it is adequate to meet the requirements <br />of the Act and Rules after submittal of all required items. The application will not be considered filed until the <br />information listed above is received and found sufficient to begin our review. Pursuant to Rule 1.4.1(8), you have 60 <br />days from the date of this letter to submit all necessary documents that the Division needs for an application to be <br />considered filed. If, at the end of the sixty-day period, the application has not been determined to be filed with the <br />Division, the Division may deny the application and terminate the application file. The response to this Notice of <br />Filing Deficiencies is due on or before February 27, 2026. Lastly, if you have already published notice you will <br />need to republish notice, but only after the Division considers the application filed. The Division will notify you <br />when you should initiate publication of your notice. This notice must be published once a week for four (4) <br />consecutive weeks, starting within ten (10) days of the date your application is considered filed.
