EXHIBIT E RECLAMATION PLAN(CONT) <br /> REVEGETATION PROGRAM <br /> The revegetation program to be implemented is a fairly simple <br /> plan since the idea is to continue to use the property to produce <br /> crops such as onions or cabbage. The seed is drilled at the <br /> appropriate time of year for the species being planted. The <br /> type of crop to be planted in any given year is reserved by the <br /> farms manager. Since the intended use of the reclaimed land is <br /> crop land, any slopes created will be commensurate with this <br /> final land use. The use of soil additives or fertilizers will <br /> also be determined by the farmer and will be applied if they <br /> determine they are needed for successful crop propagation. The <br /> area and slopes around the field will be revegetated with the <br /> seed mixture discussed in the following text . On those areas <br /> "Revegetation will be carried out in such a way so as to estab- <br /> lish a diverse, effective and long-lasting vegetative cover that <br /> is capable of self-regeneration without continued dependence on <br /> irrigation, soil amendments or fertilizers. " <br /> The slope area seeding will be drilled wherever possible, when <br /> drilling is not possible, the seed will be doubled and broadcast. <br /> The revegetation plan provides for the greatest probability of <br /> success in plant establishment and vegetative development by <br /> considering environmental factors such as seasonal patterns of <br /> precipitation, temperatures and wind. Other considerations, such <br /> as soil texture, fertility, slope stability and the direction in <br /> which slopes face, have been considered. <br /> The road and farm yard areas on the south side will remain to <br /> provide support for crop harvesting and for the supervision and <br /> inspection of the reclamation plan. This area will remain graded <br /> and graveled. The remaining roads will provide access to the <br /> property when reclamation is complete. <br /> SEEDBED PREPARATION <br /> When mining on an area is complete, reclamation will begin. <br /> The stockpiled soils will be spread, smoothed of large clods, <br /> worked until moderately fine. The crop area be tilled and pre- <br /> pared for planting. On the areas where grass seed is broadcast, <br /> the surface will be left fairly rough to trap the seed and keep <br /> it from being affected by wind. This technique is used on other <br /> facilities in the state that are similar to this site. It works <br /> very well as reclamation has been successful . <br /> SEEDING TIME <br /> The crop will be planted from early fall thru mid-spring <br /> (November 1 to April 30) .
