JD-8 Mine EPP-Stormwater Management Plan <br /> 41110 <br /> This Stormwater Management Plan (SWMP)has been developed to minimize soil erosion, sedimentation, <br /> and the contact of stormwater with site materials at the JD-8 Mine. <br /> 1. DESCRIPTION OF MINING ACTIVITIES <br /> The JD-8 Mine is an underground uranium and vanadium mine located in western Montrose County, <br /> Colorado. The JD-8 Mine is located approximately eleven miles west of Naturita and seven miles east of <br /> Bedrock, Colorado, off Montrose County Road DD l9, 2.5 miles from State Highway 90. The street <br /> address is 31423 DD 19 Road. <br /> The JD-8 Mine is owned/leased by Cotter Corporation (N.S.L.) (Cotter) and was permitted for mining in <br /> 1984 under Colorado mining permit number M-84-014. Mine operations are managed by: <br /> Cotter Corporation (N.S.L.) <br /> West Slope Operations <br /> 28151 DD Road <br /> P.O. Box 700 <br /> Nucla, CO 81424 <br /> The JD-8 Mine has not been in production since 2005, and is currently in "intermittent status"rather than <br /> "active status". However, the 1D-8 mine is expected to be operational at some future date, and this SWMP <br /> is intended to address both the current(intermittent)and future(active)mining status. <br /> During operation,all mining at the JD-8 occurs underground. Access to the underground workings of JD-8 <br /> is provided through a 600-ft long tunnel located inside the Opera Box Mine portal (Figure I). During <br /> active mining, ore and waste rock are brought to the surface through the Opera Box portal, then the ore- <br /> .. <br /> grade material is trucked offsite for processing. All ore is processed offsite, and no tailings or metallurgical <br /> processing wastes are generated or stored on site. <br /> The total acreage of the lower mine permit area is 11.9 acres. Approximately 5.27 acres have been <br /> permitted for disturbance. Mining activities that have the potential to affect stormwater discharge at the <br /> JD-8 Mine include the following: <br /> • Waste rock storage pile <br /> • Temporary ore stockpile area <br /> • Access roads and haul roads <br /> • Fuel and oil storage area <br /> • Equipment fueling area <br /> 2. AREA SUBJECT TO EFFLUENT LIMITATIONS GUIDELINES <br /> Cotter has an existing Stormwater Permit (COR 040027) for the JD-8 Mine through the CDPHE. The <br /> existing permit does not identify specific applicable Effluent Limitations Guidelines("ELGs"). <br /> The JD-8 Mine is currently in intermittent status and does not discharge to waters of the State. No perennial <br /> or intermittent streams have been mapped in the Lower Mine Permit Area. No numeric ELGs have been <br /> established for the site. Best management practices are applied as described in Section 4.3 of this SWMP. <br /> 3. SITE MAP <br /> A site map is provided as Figure 1. The site map indicates the lower mine permit boundary, the access <br /> road, fuel storage area, waste rock storage area, the constructed catchment area, and existing structural <br /> control measures(ditches,berms, silt fences,etc)to reduce pollutants in stonnwater runoff. <br /> 411) <br /> 4122A.I 10601 Cotter Corporation <br />
