JD-8 Mine Environmental Protection Plan <br /> 1. INTRODUCTION <br /> The JD-8 Mine is an underground uranium and vanadium mine located in western Montrose County, <br /> Colorado.The JD-8 mine is owned/leased by Highbury Resources Inc. (Highbury)and was permitted for <br /> mining in 1984 under Colorado mining permit number M-1984-014.The permit was issued to allow for <br /> the extraction of 70,000 tons of mineral and waste rock or more annually over a total surface acreage of <br /> 20.9 acres.The JD-8 mine has not operated since 2005. <br /> The Colorado Division of Reclamation, Mining and Safety(DRMS)determined that the JD-8 Mine is an <br /> 112d-1 Designated Mining Operation(DMO)based on the passage of House Bill 1161 which changed the <br /> statutory definition of DMO to include all uranium mines.As a DMO,the JD-8 Mine is required to <br /> submit an Environmental Protection Plan(EPP or Plan)in accordance with the Colorado Mined Land <br /> Reclamation Act(C.R.S. 34-32,the Act)and the Hard Rock/Metal Mining Rules and Regulations(the <br /> Rules). <br /> This EPP describes how the Operator will assure compliance with the provisions of the Act and Rules to <br /> protect all areas that have the potential to be affected by designated chemicals or toxic materials or acid <br /> mine drainage. The mine is expected to be operational at some future date, and this EPP is intended to <br /> address both the current(intermittent)and future(active)mining status.The specific facilities required for <br /> consideration under the Rules include the following: <br /> • leach facilities, or heap leach pad(Not Applicable); <br /> • tailings storage or disposal areas(Not Applicable); <br /> • • impoundments; <br /> • waste rock piles; <br /> • stock piles,temporary, or permanent; and <br /> • land application sites(Not Applicable). <br /> The facilities of interest for the EPP at the JD-8 Mine include the waste rock pile, ore storage area, and <br /> underground workings.The purpose of this EPP is to provide for protection of human health, property and <br /> the environment related to these features. Stormwater management and the prevention of water-rock <br /> interaction are the particular focus of environmental protection measures for the JD-8 mine. <br /> 1.1 Site Location and Ownership <br /> The JD-8 Mine is located approximately eleven miles west of Naturita,Colorado,and seven miles east of <br /> Bedrock,Colorado,off Montrose County Road DD19,2.5 miles from State Highway 90(Figure 1). The <br /> street address is 31423 DD19 Road. <br /> The site is located at the northern end of Monogram Mesa in the southwest portion of the Paradox Valley. <br /> The lower mine permit boundary lies within the following sections: <br /> • NW'/4 of the NE '/a of Section 20,T46N R17W,NMPM <br /> • NE '/4 of the NW 1/4 of Section 20,T46N R17W,NMPM <br /> • SE 1/4 of the SW'/ of Section 17,T46N R17W,NMPM <br /> The JD-8 mine consists of the C-JD-8 Department of Energy(DOE)lease tract,the patented Doagy No. 2 <br /> • claim,and the patented Opera Box claim(see Map 1 in Attachment 1).The lower affected area(addressed <br /> in this EPP)occurs on the Doagy No. 2 and Opera Box claims.Although the permit includes a proposed <br /> 6 <br />
