3. Summary <br /> 3.1 History ofthe Review Process <br /> 3.1.1 Revision Description, Initiation, and Progression of the Revision <br /> The application for PR-05 was submitted to the Division on August 6, 2025. The Division <br /> found the application complete on August 14, 2025. Public notice activities are detailed <br /> below in Section 3.1.2. <br /> PR-05 was submitted by the Colowyo Coal Company to revise the post mining land use for <br /> the Gossard Loadout area in support of planned infrastructure for a water treatment facility <br /> that will be constructed in that area in 2026. The only change included in this Permit <br /> Revision is the change of post mining land use from rangeland/ fish and wildlife habitat to <br /> industrial use from the Gossard rail loop area to Moffat County Road 51. <br /> PR-05 does not propose any changes to permitted, affected or disturbed acreage amounts at <br /> the site. The surface area proposed for industrial land use is owned by Colowyo Coal <br /> Company L.P. Coal ownership for the area is primarily Colowyo Coal Company L.P. with <br /> a very small portion owned privately. With approval of PR-05, the total disturbed area <br /> would remain 5,384.40. <br /> The Division reviewed the application and provided Colowyo with a preliminary adequacy <br /> review dated August 26, 2025. Colowyo responded to the Division's preliminary adequacy <br /> concerns with a letter received by the Division on September 2, 2025. The Division has <br /> reviewed Colowyo's latest submittals and finds all adequacy concerns have been addressed. <br /> As noted in Section 3.1.2 below, several government agencies were notified of PR-05 through <br /> completeness letters. Section 3.1.2 also presents the comments from these agencies. <br /> 3.1.2 Public Notice of Initiation of the Revision <br /> Upon receiving the Division's completeness letter, Colowyo published a legal notice in the <br /> Craig Daily Press once a week for four consecutive weeks. The publication dates were <br /> August 20, August 27, September 3, and September 10, 2025. Proof of publication was <br /> submitted to the Division on September 11, 2025. <br /> The Division notified other government agencies of PR-05 by completeness letters dated <br /> August 14, 2025: <br /> • Office of Surface Mining Reclamation and Enforcement (OSM), Western <br /> 6 <br /> Permit Revision No.5(PR-05),G 1981-019 <br />
