RIVER ITY
f. _ 7 r:
(a) Methods of Mining and Surface Disturbance
The proposed operation will be a surface sand and gravel pit mined with conventional
equipment, including loaders, excavators, haul trucks, and crushers. Disturbance will include
excavation areas, topsoil berms, overburden storage, haul roads, and stockpile pads, all as
shown on Exhibit C.
(b/c) Earthmoving,Water Diversions,and Impoundments
Earthmoving will consist of stripping soil, overburden removal, excavation of sand and gravel,
and placement of berms and stockpiles. The final landform will include an approximately 11.5-
acre pond located in the center of the property, with side slopes no steeper than 3:1. No
diversions of the Colorado River are proposed. Site drainage will be directed to the pond or will
follow existing drainage patterns in undisturbed areas.
(d)Area to be Worked at Any One Time
At any given time, no more than 5 to 10 acres will be actively disturbed by excavation,
stockpiles, or processing.
(e)Timetable for Mining and Reclamation
Mining will commence in 2025,following permit approval, and will continue for approximately
ten years of active extraction. An additional two years will be required for depletion of
stockpiles and final reclamation. The operation will be continuous and not intermittent. Mining
will progress sequentially from the south (floodway area) northward toward C Y2 Road.
Reclamation will be carried out progressively as areas become available and completed no later
than twelve years from the start of operations.
• Years 1-3: Stripping of soil, initial excavation in the southern floodway, establishment of
berms and stockpiles north of the floodway.
• Years 4-7: Ongoing excavation progressing northward, continued processing and
stockpiling, progressive reclamation of completed areas.
• Years 8-10: Final excavation phases near haul road, preparation for final grading and
pond development.
• Years 11-12: Removal of stockpiled materials, grading, topsoil redistribution, seeding,
trail construction, and final reclamation.
(f) Nature and Thickness of Deposit and Overburden
The sand and gravel deposit extends across the permit area and will be mined to the
groundwater table. The top six inches of topsoil will be salvaged as plant growth medium.
Overburden will be stripped and stockpiled separately from topsoil. The deposit overlies native
alluvial sands and gravels adjacent to the Colorado River.
