Permit Number: C1982057 Page 5 of 20 <br />Phase III <br /> <br />Bond Release Parcels <br />DRMS conducted the bond release inspection with available sister agencies in attendance on 5 June 2025 and <br />provided the associated inspection report to SPL, BLM, and OSMRE via electronic transmission on 23 June <br />2025. DRMS received the OSM inspection report from Dan Mackinnon on 16 July 2025. An approval for final <br />release of SL8 could not be proposed until the proposed decision and issuance of Technical Revision No. 83 <br />(TR83). TR83 was issued on 8 August 2025. <br /> <br />The SL8 Phase III bond release includes lands within the bond release block (BRB) 6 totaling approximately <br />81.1 acres, plus 26.8 acres of roadways, ponds, and features permitted as permanent structures which do not <br />require demonstration of vegetation success. The parcels within the BRB6 were revegetated between 2006 <br />and 2014. Phase I bond release for the BRB6 area was approved under the SL3 submittal, and Phase II bond <br />release encompassing the BRB6 area has been approved with the SL5 submittal. The SL8 requested parcels <br />have established vegetation meeting the minimum ten-year liability period and can support the approved <br />post-mining land uses. SL8 requests Phase III bond release for the parcels as per Map 1 below.
