SSR <br />MINING <br />September 29, 2025 <br />Elliott Russell <br />Environmental Protection Specialist <br />Colorado Department of Natural Resources <br />Division of Reclamation, Mining and Safety <br />Office of Mined Land Reclamation <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Response to Adequacy Review #2, AM14, M-1980-244 <br />Dear Mr. Russell, <br />On September 19, 2025, SSR Mining's Cripple Creek and Victor Gold Mining Company (CC&V) received the <br />Division of Reclamation, Mining and Safety (DRMS) Adequacy Review #2, of Amendment 14 to Permit M-1980- <br />244. Below are DRMS comments in bold followed by CC&V's response in italics. <br />Existing Adequacy Items: <br />10. Please provide a demolition plan for the High Grade Mill (HGM) facility which discusses <br />decontamination process and testing, ultimate fate of removed or demolished materials; chain of <br />custody documentation of off -site disposal of applicable materials, and a timeframe and commitment to <br />submit a final demolition report documenting compliance with the plan after the demolition is complete. <br />Within 12 months of AM-14 approval and prior to demolition of the HGM, CC&V will submit a technical <br />revision (TR) with a demolition plan that includes submittal of a final report. <br />31. As required by Rule 6.4.21(7)(d), provide a single map showing the locations of all underdrains, Leak <br />Detection Sumps (LDS), High Volume Solution Collection Systems (HVSCS), Low Volume Solution <br />Collection Systems (LVSCS), and PSSA pond level piezometers. Please distinguish between current <br />and proposed monitoring systems (final AM14 proposed locations instead of temporary locations while <br />the facilities are under staged construction) of the VLFs. <br />Please see the Monitoring Location Map (Attachment 1), which identifies all underdrains, leak detection <br />sumps, HVSCS, LVSCS, and PSSAs. Please note the map distinguishes between proposed and current <br />monitoring locations. <br />38. The response states that the Operator's voids department digitized underground workings and <br />current data -set indicate there are no underground workings in the area of the AM-14 leach pad <br />expansions, however Appendix 1 — Valley Leach Facility Expansion Design Report - Drawing A003 <br />Historical Underground Workings show underground workings within the AM14 expansion areas. <br />Please clarify this statement. <br />Prior to construction of the VLF, CC&V's Voids Department will conduct a survey to verify if there are <br />underground workings in the Mill platform area. The contractor and the Voids Department will coordinate <br />closely during this process. If underground workings are encountered during construction, they will be <br />remediated according to the guideline in Section 2.3 (Attachment 2). <br />SSR Mining Inc. PAGE 1/4 <br />
